With the binding validity of EN 1090, manufacturers of weight-bearing steel structural components such as locksmiths or metal and steel construction companies may only market these building products in the EU member states if they have a CE marking. The CE marking documents the conformity of a product with the respectively relevant directives and technical specifications. The new obligations placed on building product manufacturers also include the set-up and implementation of a factory production control system. In order to gain certification, the manufacturer must demonstrate to the notified body that it disposes of specialist qualified personnel, that it applies documented processes and its factory production control system and that it possesses the required technical equipment. The manufacturer, usually the designing metal or steel construction company, is responsible for the professional performance of the construction work. This includes determining the load carrying capacity and fitness for use in line with the relevant technical regulations. In order to do so, it must either implement all measures necessary for this internally or have the relevant evidence be demonstrated by a sub-contractor.
The majority of metal or steel construction companies will soon no longer be capable of fulfilling planning services in conformity with EN 1090 on an in-house basis, because the necessary certification usually brings with it increased requirements for technical equipment, documentation, the professional qualification of employees and inspection. Alongside the high investment costs for CAE technology (computer-assisted engineering services), which usually cannot be used to economical capacity, it would be necessary to hire a structural engineer and a considerable amount of training would be necessary for existing employees. With this in mind, awarding planning service contracts to third party specialist engineers with the relevant qualifications not only makes sense, it is also profitable.
